New Rule to Expose Sh2 Trillion Public Deals

From July 1, 2025, public contracts will be visible to everyone. A new directive will link the digital procurement system to the Public Procurement Information Portal (PPIP).

The move will expose agencies that have hidden deals in the past. Contracts worth about Sh2 trillion will be posted. These include development projects and supply agreements in national and county governments.

The Public Procurement Regulatory Authority (PPRA) has ordered all agencies to join the system by June 30, 2025. Once linked, contracts will upload automatically to the public portal. “Reports will be auto-generated and submitted,” said PPRA boss Patrick Wanjuki.

He called it a big step for openness and fairness in public spending. The circular also went to ministries, counties, parliament, judiciary, commissions, and state firms.

PPRA gave a similar order in 2022. But many agencies ignored it. Some even refused to upload controversial contracts.

Tana River County nearly lost its procurement role last year. It had also failed to upload required data. In the latest circular, Wanjuki warned non-compliant agencies. He said they risk losing procurement powers to those who comply.

The Treasury supports the shift. From July 2025, it will only approve payments made through the system. Treasury CS John Mbadi said this would cut costs and increase trust in government tenders.

The government has set aside Sh700 million for the system’s rollout. Training for staff is ongoing. All procurement officers must register before the June 30 deadline.
