NACADA Seeks to Raise Drinking Age to 21. NACADA plans to enforce stricter rules targeting alcohol and drug use in Kenya. The Authority wants to address rising abuse, especially among young people.
To guide this effort, NACADA has introduced the 2025 National Policy on the Prevention of Alcohol, Drugs, and Substance Use. This proposal outlines tough measures aimed at reducing consumption across the country.
According to NACADA, the country faces a growing alcohol crisis. The youth remain the most affected group, prompting the need for urgent intervention.
Through this policy, the Authority hopes to cut access, limit sales, and strengthen prevention programs nationwide.
The Cabinet approved NACADA’s new policy on June 24, giving the agency the green light to begin enforcement.
Alongside the new rules, NACADA plans to introduce special protections for persons with disabilities (PWDs) and vulnerable groups.
Earlier this year, the Authority released a report titled Status of Drugs and Substance Use Among University Students in Kenya.
The February 2025 study confirmed alcohol remains the most abused substance among university students.
Out of 15,678 students surveyed, 87.3% reported using alcohol. Cigarette use followed at 64.4%, and shisha at 41.2%.
The report further revealed that 66.4% of students get drugs from friends. Another 59.3% said they access them from nearby bars and canteens.
To fight this growing crisis, NACADA has been working closely with local communities and faith-based groups to raise awareness and discourage substance use.
