TSC, Unions Sign New CBA with Pay Rise for Teachers

The Teachers Service Commission (TSC) has signed a new pay deal with Kuppet and Kusnet. The signing followed lengthy talks held in Nairobi. The Kenya National Union of Teachers (Knut) was still negotiating by press time.

The new Collective Bargaining Agreement (CBA) will run from July 1, 2025, to June 30, 2029. It takes effect immediately. Teachers will receive revised salaries by the end of July 2025.

Low-paid teachers will get a 29.6% pay rise. High-paid teachers will receive 5% more. The increase will roll out gradually over five years. Government will spend Sh8.4 billion annually, totaling Sh33 billion.

Kuppet Secretary General Akelo Misori welcomed the deal. He said it favors classroom teachers. He noted that past CBAs mostly benefited school heads. Teachers earning Sh23,000 will now earn about Sh29,000.

The unions and TSC also agreed to remove the Career Progression Guidelines (CPG). CPG will end on June 30, 2026. Misori said CPG caused unfair punishment and confusion.

Teachers transferred by TSC will now get a baggage allowance. The rate is Sh43 per kilometre. This is on top of the disturbance allowance already in place.

Although allowances did not increase, Misori said talks on housing, commuter, and hardship allowances will resume next year. Teachers dismissed over discipline issues will now receive retirement benefits. This was not allowed before. Kusnet signed the deal but did not share details. Secretary General James Torome declined to speak to the media.

Earlier in the week, TSC had met the Salaries and Remuneration Commission. Talks resumed on Friday after unions rejected a delay to July 2026. Kuppet insisted on immediate implementation. Knut talks were still ongoing by the time of reporting.
