Former Cabinet Minister Dalmas Otieno has died at the age of 80. His family confirmed he passed away on Sunday, September 7, 2025, at his Kileleshwa home in Nairobi after a short illness.
Otieno was a seasoned politician and economist. He began his political career in 1988 as Rongo MP and quickly rose to prominence. Over the years, he served in key government roles, including Minister for Industrialisation, Transport, Labour, and Public Service.
He also served as a member of the Salaries and Remuneration Commission. Later, he attempted a political comeback through his own movement, Kalausi, though he never regained his parliamentary seat.
Leaders across the political divide have mourned Otieno’s passing. President William Ruto described him as sharp, progressive, and industrious. He praised his role in shaping Kenya’s political and economic policies.
National Assembly Speaker Moses Wetang’ula hailed him as a principled leader and a unifying voice. Deputy Chief of Staff Eliud Owalo remembered Otieno as visionary and deeply committed to socio-economic development.
Otieno was born in 1945 in Migori County. He studied Applied Economics at Makerere University, beginning his career in finance before joining politics. His leadership journey spanned Kenya’s transition from the one-party system to multiparty democracy.
He was widely respected for his intellect and independence. Many credit him for his efforts to modernize Kenya’s public service and transport systems.
Otieno leaves behind a strong legacy of public service. His family, friends, and fellow leaders continue to celebrate his life and contributions. Funeral arrangements will be announced later.
